Workflow: work the Next Up queue

Call getNextUp. Each entry provides a canonical parent and allowed action link. Read that resource, then use its task/order/process-item completion, undo, pin, or unpin operation. Never PATCH the queue. Refresh getNextUp and optionally getHome.

Expected state: canonical work and history changed once, and the projection reflects the new priority.
